Hoppin' John: Stewed Black-Eyed Peas

1 medium onion
1 bay leaf
2 stalks celery
2 cloves garlic, minced
1 tsp dried thyme
1 cup dry black-eyed peas (or 3 cups cooked)
1 green bell pepper
1/2 Tbs smoked paprika
1 tsp black pepper
4 cups vegetable stock
15 oz stewed tomatoes
